The Council of Administration is the main governance body of the association. It is responsible for appointing the Director General, adopting the budget and accounts, and the program of the association for the financial year. It is composed of different kinds of members. The Council of Administration is legally responsible among others for the acts of the association.
The IIAS President is responsible for the legal representation of the association in all matters excluding those falling upon the daily management. The IIAS President is elected by the General Assembly, on proposal of the outgoing Council of Administration, among the representatives of IIAS member countries (member states and national sections). The Chairperson of the Finance Committee assists the Council of Administration regarding the adoption of budgets and accounts, and the supervision of the Secretariat. The IIAS Past President keeps a seat in the Council of Administration with voting rights.
The IIAS has nine Vice-Presidents: one represents the host country (Belgium) and eight represent the regions of Africa, East Asia, Eastern Europe, Latin America, South-Asia and the Caribbean, the Middle East and Western Europe. The regional Vice-Presidents represent IIAS member countries, while the host-country Vice-President represents the Belgian national section.
The Council of Administration moreover includes up to ten additional members representing IIAS member countries.
Four additional administrators have specific duties of scientific nature: the Chairperson and Vice-Chairperson of the IIAS Scientific Committee (a.k.a. PRAC), the Editor in Chief of the International Review of Administrative Sciences, and the Director of Publications. They are elected on proposition of the Director General.
The Council of Administration can establish entities within IIAS, whose Presidents then obtain a seat in it with voting rights. Four such entities having been established, four additional seats were granted in the IIAS Council of Administration to: the IASIA, EGPA, AGPA and LAGPA Presidents. The approval of their report entails the approval of their program of works by the Council of Administration.
